The problem is almost never one building
Buildings rarely go out of compliance all at once. One site changes managing agent, one certificate lapses while a lease is being renegotiated, one contractor stops answering the phone. Six months later the estate has four different renewal dates and nobody can say which building is current. Consolidating onto one contract fixes the thing that actually breaks, which is the tracking, not the engineering.
