In logistics premises the layout changes faster than the extinguisher plan, and that is where the cover quietly stops working.
Extinguishers are positioned so somebody can reach one within a short distance. Move the racking, add a mezzanine or change the traffic routes and that distance changes. The units are still in date, still pressurised and now in the wrong place.
Units in bays and semi-external areas corrode and freeze. Siting and housing matter there, and a corroded cylinder is a condemnation at service, not a repair.
Where retail, offices and apartments share a building, each party holds part of the cover. The certificate names what was covered so the remaining part is visible rather than presumed handled by someone else.
