PSA Launches Its 2026–2028 Strategic Plan

On 20–21 November 2025 the Minister for Justice, Home Affairs and Migration, Jim O'Callaghan, launched the Private Security Authority's Strategic Plan for 2026–2028. The plan sets priorities for regulation, licensing, enforcement, and stakeholder engagement over the next three years.

The Strategic Plan 2026–2028 outlines core goals including modernisation, improved reporting, resourcing, leadership, and extending regulatory coverage to priority areas such as electronic security and related occupations. It identifies a clearer communications focus so the public and customers better understand the difference between licensed and unlicensed security services.

For installers, the plan signals a sustained focus on compliance: licensing, correct scope of activity, record keeping, and readiness for inspection will be emphasised as part of the PSA's regulatory programme.

The plan also notes that regulation will be extended to additional sectors during its term, which underscores the importance of checking that your business activities fall within your current licence type.

The PSA reiterates that action against unlicensed providers remains central to its work, and that licensed contractors found to be employing unlicensed personnel may face licence sanctions, including suspension or revocation. The strategic direction is one of stronger visibility and enforcement where non compliance is identified.

• Confirm that your licence covers the work you promote and deliver, particularly for electronic security, access control, CCTV and intruder alarms where the plan signals regulatory extension
• Keep accurate installation and service records so you can demonstrate compliance if inspected
• Maintain clear client agreements about key holding, monitoring arrangements, and any vetting responsibilities that clients must manage
• Review staff licensing status and use employment letters correctly where employees are awaiting licences
